Job Description

The QHSE Manager (APAC) is responsible for leading, implementing, maintaining, and continuously improving the Quality, Health, Safety and Environmental management systems across the APAC region.

This position operates at a regional management level within the organisation and requires a high degree of professional judgement, autonomy, and accountability. The QHSE Manager (APAC) is responsible for planning, developing, implementing, and managing QHSE strategies, systems, and processes across the APAC region in alignment with Group objectives, policies, and applicable legal and regulatory requirements. The role holder is authorised to independently interpret and apply Group QHSE policies, procedures, and standards; develop and implement regional QHSE plans and initiatives; make operational QHSE decisions without prior approval where immediate action is required to manage risk; exercise stop work authority where unsafe acts, unsafe conditions, environmental risks, or non-compliant practices are identified; lead incident investigations, audits, and corrective action processes; engage directly with clients, certification bodies, regulators, and other external stakeholders; and challenge management decisions or work practices that compromise health, safety, environmental protection, or quality. The role operates within approved budgets, organisational policies, and strategic direction set by Group and Regional leadership, with matters of significant commercial, legal, or reputational impact escalated to the Group QHSE Director and/or Regional Managing Director as appropriate, requiring the role holder to balance operational flexibility with strict compliance and exercise sound judgement on escalation versus independent resolution.

Job Description

  • Consistently work to all Quality, Health, Safety, and Environmental standards applicable to the organisation and assist in the development, implementation, and continuous improvement of such standards across the APAC region.
  • Develop, maintain, and continually improve the Integrated Management System to underpin QHSE and operational standards, ensuring alignment with ISO 9001, ISO 14001, ISO 45001, applicable regulatory requirements, and business objectives.
  • Ensure compliance with all relevant local, regional, and international regulatory bodies and statutory authorities to maintain operational capability, legal compliance, and efficient business operations.
  • Establish, manage, and support QHSE training and development for all staff to ensure awareness, understanding, and effective application of QHSE standards and regulatory requirements.
  • Manage all incident, accident, near miss, unsafe act, unsafe condition, and non-conformance reporting, and lead or support investigations, root cause analysis, and corrective and preventative action processes.
  • Ensure all required QHSE reporting, including incidents, audits, non-conformances, regulatory matters, and Cost of Poor Quality events, is completed accurately and submitted to Group HQ within agreed timeframes.
  • Monitor, audit, analyse, and report on QHSE performance, trends, and key metrics to support informed decision-making and continuous improvement.
  • Conduct and manage internal audits, customer audits, vendor audits, external certification audits, and regulatory inspections, ensuring timely closure of NCRs, observations, and improvement actions.
  • Record, manage, and track non-conformity reports, opportunities for improvement, and corrective actions to drive measurable improvements in safety, quality, environmental performance, and operational efficiency.

Knowledge, Skill and Experience

Must hold a relevant Degree or Diploma in relevant industry with at least 5 years’ experience in a QHSE Management environment.
